SOCIAL HOUSING
THREE SITES, THREE SCALES, THREE CALLS FOR TENDER, ONE GOAL

 

The post-war heritage of public service real estate companies (SISP) has reached a turning point: the life cycle of various materials and buildings is coming to an end, the integration of housing into the urban fabric needs to be reviewed, the interaction with public space and the location of parking spaces deserve wider consideration, etc.

In collaboration with the SLRB, several feasibility studies are therefore being launched with a view to renovating this heritage. Issues such as housing quality, insulation of the building shell, fire safety, reuse of materials, local energy production and the greening of outdoor spaces are central to this approach. For each of the missions below, we are looking for a team of architects, stability engineers and engineers in special techniques capable of studying the technical and programmatic potential of the different sites as well as their economic feasibility. On the basis of an in-depth analysis, different redevelopment scenarios will be proposed and then assessed by the project owner, who will refine them and have them carried out through a follow-up mission.

Find out more below about three calls that concern three social housing projects with different situations and scales. One and the same date has been set for responding to these three calls for tender: 20.08.2020 at 12:00. You may respond to one, two or all three tenders. Attention: the call concerning the rue du Moulin in Saint-Josse is an expression of interest. The conditions for response are therefore different.

1.    GHANDI –  LE LOGEMENT MOLENBEEKOIS

Mahatma Ghandi Avenue has five residential buildings built between 1960 and 1973. Several problems arise: the complex creates a break in scale with the surrounding relatively dense residential area, the open space has no clear hierarchy and lacks quality, and the complex is in very poor condition and no longer meets current requirements in terms of habitability and accessibility. Le Logement Molenbeekois would like to study the possibility of densifying , which would create a greater mix of functions and types of housing. The scenario for redevelopment of the site will be decided on the basis of the study launched here and on the basis of which it should be possible to decide on the best option to be developed.

FEES: The total amount for fees is set at EUR 130.000 excluding VAT.
GRANT:EUR. 4,000 awarded to each of the non-retained teams that submitted a regular bid and that obtains half of the points on the basis of the award criteria.

2.   DE ROOVERE – MACHTENS – LE LOGEMENT MOLENBEEKOIS

Dating from the early 1960s, the De Roovere – Machtens building complex, located just around the corner from the Gare de l’Ouest station, represents a real challenge for its renovation. Composed of about ten buildings and with a little less than 500 homes, this part of the city has a number of qualities but also defects for which different approaches must be devised in order to prioritise future actions. In fact, there is a break between the front of the building, which is of reasonable quality, and the rear, which is mainly made up of car parks and leads to the wasteland of the Gare de l’Ouest station. In addition, these projects are mostly composed of small housing units in a context where larger units would be desirable. Finally, many water infiltration problems are currently being studied and will need to be addressed in future redevelopment scenarios. The whole renovation strategy  will have to be designed in consultation with the inhabitants of the complex.

FEES: The total amount for fees is set at EUR 165,000 excluding VAT.
GRANT: EUR 4,000 awarded to each of the non-retained teams that submitted a regular bid and that obtains half of the points on the basis of the award criteria.

3.    MOULIN 41 – HABITATION À BON MARCHÉ (HBM)

Due to its location and its atypical size in the neighborhood, the building appears as a signal in its environment and has a strong presence. The complex has a certain architectural interest which deserves at least a reflection in relation to its future renovation. While some elements, mainly technical, have been replaced and/or renovated in recent years or will be replaced or renovated in the near future, the building envelope is now outdated and the energy performance is very low or even non-existent.  Moreover, the base of the building, surrounded by railings, is out of touch with its environment, the garage entrances are located at the back and the immediate environment is very mineral, not doing justice to the building’s potential. In addition, the roof could be used for the resident’s benefit. Here again, the aim is therefore to develop a series of scenarios setting out the priorities for actions to be taken.

This is a call for  interest. The timing of the operations will therefore be faster than for the two previous calls for tender. BEYOND THE WASTELAND

 

The wasteland at the Gare de l’Ouest railway station has left an ‘eyesore’ in the Molenbeek landscape and represents a barrier in the neightbourhood. Indeed, the diagnostic phase carried out within the framework of the Sustainable Neighbourhood Contract “Around the Parc de l’Ouest” revealed a lack of facilities and qualitative public and collective spaces. More specifically, the areas to the east of the station lack green and public spaces, while the areas to the west lack facilities. To overcome this, the Municipality of Molenbeek is wishing to capitalise on the associations already active in the district to set up this type of facilities near the wasteland.

The project proposed here therefore concerns the optimisation and expansion of the existing youth centre “Centrum West”, a centre located close to the Beekkant footbridge, thus including youngsters on the other side of the railway tracks. Located at rue Jean-Baptiste Decock 84-86, the program also includes the renovation of a characterful industrial building that will become accessible to the public. This is also an opportunity to strengthen the JB Decock gentle approach in the extension of the Beekkant footbridge.

The Municipality of Molenbeek is seeking a team for the design and implementation of this community facility coupled with a youth centre. It should be noted that this project will have to be developed in colaboration with the future occupants, the non-profit making association “Centrum West” and the VGC. In addition, the land concerned by this contract is located in the immediate vicinity of the CRU 3 perimeter, which includes the implementation of numerous municipal and inter municipal projects, of which some will be regulated by the PAD “Gare de l’Ouest”.  These developments will change the local urban landscape and should therefore be taken into consideration in the design of the project. Finally, it is a simplified offer (motivation letter, methodology, vision note).

BUDGET: Maximum amount for the work has been set at €1,800,000 excluding VAT;
FEES:  Set at 12% of the total amount of the work estimate;
The mission consists of a binding part (30% of the total amount) and 3 conditional parts.
EXPENSES: €1,500 allocated to each team invited to tender that has submitted a regular and complete offer and has obtained at least 50% of the points.

THE FUTURE OF THE REYERS TOWER

 

For more than forty years, the Reyers Tower has been a landmark in the landscape of eastern Brussels. Located on the boulevard Reyers, it houses RTBF and VRT technical equipment, whose antennas can be seen on the platform running at a height of more than 70m. The planned relocation of the television stations, the technological changes that this entails as well as, more generally, the development of the new Mediapark.brussels district mean that the tower, its presence and function in the district need to be reconsidered.

As coordinator of the Mediapark development, the Société d’Aménagement Urbain (SAU) wishes to study different scenarios for the conversion of the tower and to analyse its programmatic, technical and financial features. The SAU is therefore seeking an architect to investigate redevelopment opportunities for the tower, integrated into the Médiapark, in connection with “Block A”, in order to have a more accurate framework for future operations on the block and on the tower.

The mission will be carried out in three phases. The first is to analyse the current technical features of the tower. Next, two reconversion scenarios will have to be thought up and studied. Finally, a preferred scenario will be developed on the basis of the first two phases. The mission will have to provide the UAS with the necessary elements to facilitate the setting up of the project with future partners, and also provide sufficient elements to enable it to organise the future architectural missions.

The mission described above constitutes the binding part of the contract. The UAS plans to possibly extend the mission being studied, by the partial demolition of the VRT building to allow for the development of “Block B” (conditional phase)

AWARD CRITERIA

SHAPE A METROPOLITAN NODE

 

The Van Praet Bridge, gateway to Brussels, is often associated with traffic news when it comes to alerting listeners to the presence of traffic jams. But change is imminent! Indeed, the infrastructure node formed by the Avenue Van Praet and the Avenue des Croix du Feu will, in the future, look more like an urban boulevard. This transition is an opportunity to think about improving the quality of life of the surrounding urban fabric.

It is on a site of approximately 27 hectares located near this node that the City of Brussels is planning a large-scale program, including a secondary school, a daycare, facilities, and the creation of a minimum of 5 hectares of green spaces accompanied by a housing. All this while reconnecting the residential area of Neder-Over-Heembeek to the canal and its industrial district.

This new city district within the 20th century crown, which is intended to be exemplary and sustainable, will give a new face to the city entrance of Neder-Over-Heembeek, while at the same time blurring the many urban barriers that exist there.
However, it is not a question of starting from an empty page. Proof of this are the many projects and studies that concern this high-potential area, such as the Landscape Quality Plan (BKP), the study for the redevelopment of the BRYC (Brussels Royal Yacht Club) site, the mobility study for the Canal Nord-A12 or  the new tramway to Neder-Over-Heembeek.

The City of Brussels, which has already drawn up an indicative Planning Scheme for the Regional Interest Zone No. 4 – Van Praet Bridge, would therefore like all these preparatory works and their ambitions to be translated into a masterplan that will frame the future developments of the zone, as well on the short as long-term.

This is therefore an excellent opportunity to create a new type of airy urbanity that overlooks the infrastructural character of the area while at the same time strengthening the Neder-over-Heembeek district in a sustainable manner. The programme envisaged for this area – secondary school, day-care centre, housing, green space – will have to be tested with the help of the Research by design as well as through an environmental impact study.

MISSION
– Phase 1: diagnosis and vision; critical reading of existing planning documents and the political vision to translate them into the degree of ambition to be achieved for the area + analysis of environmental issues;
– Phase 2: Construction and evaluation of the environmental impact of 3 development scenarios using Research by design and environmental impact analysis ;
– Phase 3: Development and environmental evaluation of the preferred scenario and facilitation of a consultative process;
– Phase 4: Development of the final preferential scenario as well as the masterplan as an urban planning tool; their translation into a number of graphic and textual recommendations will be used to provide a clear framework for future architectural projects.

The Masterplan will be drawn up on the basis of the principle of sustainable development and environmental quality. To this end, the Be Sustainable Compass tool developed by Bruxelles-Environnement will be used.

For this mission, the City of Brussels is looking for a team of architect-urban planners and environmental experts. This team will have to use the project-based Research by design in order to test, optimize and translate the challenges of this strategic area into various scenarios. This work will be carried out iteratively with the environmental impact analysis so that the two components feed into each other. Thus, close collaboration between urban planning architects and EIR experts is essential for the successful execution of the mission. The result of the study is a master plan that will serve as a framework for several architectural competitions and other future developments.

MASTERCLASS LOOKING FOR CURATOR

 

The last few weeks that we have just spent have put an even stronger emphasis on spatial development issues. Among these is the issue of densification. How can we act on urban density? How can we approach the question of density in the light of the events we have experienced and the challenges that lie ahead?

In 2018, the Brussels Region presented its new Regional Plan for Sustainable Development (RPSD). On the one hand this established the principles of well thought out densification and on the other hand the foundations for the development of a pleasant, sustainable and attractive living environment. But how can these objectives be achieved in practice? What strategies should be put in place to move from the strategic plan to tangible implementation that really help to build a dense but qualitative city? These are the questions that perspective.brussels wants to investigate during a masterclass on the theme of density, and for which a curator is being sought to support the process.

The Masterclass will take place in the autumn for one week; students, architects, professionals and academics of the world of urban development will be invited to study Brussels cases and dream up strategies for densification or qualitative densification. In collaboration with perspective.brussels, the role of the curator consists of three phases:
-The preparation of the masterclass, i.e. defining the methodology, preparing the brief, selecting the participants, choosing the case studies;
-Leading and management of the masterclass;
-Evaluation of the results of the masterclass. For this phase, the curator will be supported by a team of graphic designers or urban planners who will be appointed at a later date.

Through the study of specific individual cases, the objective of the masterclass is to highlight practical solutions illustrating the conditions for a reasoned and qualitative densification of the urban fabric of Brussels. These solutions will be listed in an educational and attractive “practical solutions book”, produced after the masterclass.

PROFILE 
Perspective.brussels is looking for a curator, possibly supported by a team or co-curators, to carry out the mission presented above. There are no particular requirements, but experience in the subject matter or in the facilitation/organisation of similar masterclasses will be a positive benefit.

CREATING LINKS TO MAGRITTE

 

characterised by its isolation between city limits, infrastructures and large boulevards. The Magritte Sustainable Neighbourhood Contract therefore aims to resolve this situation by reconnecting the three hubs identified during the diagnostic phase. And it is now the “pivotal” hub, the nerve centre for meetings and exchanges between the different sections of the public that make up the district, which is the subject of this new tender.

The flagship project of this Neighbourhood Contract consists of the construction of a Community Centre and a Social Diversity Centre within the “pivotal” hub. The tender focuses on the “Social Diversity Centre” part, and more specifically on the bike-repair-café and collective kitchen which will be combined with the main programme. This facility will be supervised by the voluntary sector but will mobilise the resources of local residents and neighbourhood users of the district while providing a special place for meetings and exchanges.

The project will take place in the small street Esseghem, more precisely in the small square where Jules Lahaye street crosses.

MISSION AND SKILLS
The Commune of Jette is looking for a team for a complete project draughtsman mission for the design and implementation this community facility coupled with a pub/restaurant area.

As the mission is part of a Sustainable Neighbourhood Contract, particular attention will be paid to the strict consideration of sustainability, citizen integration, social cohesion and the exemplary nature of the project. The contract project’s draughtsman will also have to integrate his approach into the participatory framework specific to neighbourhood contracts.

The minimum skills required are as follows:

A NEW ‘CUVÉE’ FOR CHASSART

 

The Chassart site along Avenue Van Volxem in Forest bears witness to the area’s dynamic industrial past. Formerly a distillery producing the “Chassart Vieille Cuvée” genever gin, the complex now houses a series of offices, a housing unit, multi-purpose spaces and a branch of ONE (Office de la Naissance et de l’Enfance). It is within this context that Beliris wishes to develop the Chassart site into a “Children’s Neighbourhood” (Cité de la petite Enfance).

Bounded by the railway on one side and Van Volxem Avenue on the other, the Chassart site is located on the outskirts of the Saint-Antoine district and on the path of the future Avant-Senne Park, which will run alongside the railway. Developing connections between the site and the neighbourhood is therefore possible and, indeed, part of the brief.

This is a complete architect’s assignment to redevelop the site into a “Children’s Neighbourhood”, i.e. a place specifically dedicated to cultural development for young children in connection with nearby cultural sites. The aim will be to create a porous connection between the future Avant-Senne park, Avenue Van Volxem and the Saint-Antoine district. This should make the courtyard feel welcoming and well-integrated in the surrounding landscape while enhancing connections between neighbouring areas. A participative process should inform this last aspect of the project.

In addition, as some parts of the site have clear heritage value, the Mansion and the Warehouse should be retained and enhanced, as a minimum. Finally, the project will have to present ambitious social, economic and environmental proposals, with a plan for circular and sustainable construction.

This initiative is part of the Neighbourhood Revitalization Project – Urban Renewal Contract (CRU) n°4 “Avenue du Roi” in Forest/Saint-Gilles.

BUDGET: € 2,430,000 EXCL. VAT
FEES: The fees of the assignment are set at 13% of the estimated building costs.
GRANT: € 7,500 will be assigned to all teams invited to participate after submitting a valid tender.

FROM THE UPPER TOWN TO THE LOWER TOWN

 

The Corona crisis has made the idea of sustainable urban development all the more urgent to make the city more liveable. For example, larger and more usable open space is crucial for the quality of living. Following a study for the de-densification and greening of inner blocks, the City of Brussels is now launching a call to improve the public spaces that connect the upper and lower city.

The reason is the reconstruction of the Warandeberg near the Central Station. STIB is renovating the underground metro station and adapting the entrances to the public space. For these infrastructural adaptations, the subsurface will be broken open and this is an opportunity to rethink the currently very fragmented Warandeberg as an attractive urban space, adapted to today’s needs and responding to the needs of the future.

The city wants the reflection on this square to form part of a broader picture of the public spaces at right angles to the difference in height within the Pentagon. The designer will therefore simultaneously develop a master plan for the places that connect the upper and lower city. After all, there is a lack of a good long-term vision for the connection between the lower and upper city.

Two concrete cases will be worked out: the project ‘Central Station’ with the Warandeberg including the intersection with Kantersteen, and the Albertinaplein/Putterijsquare.

For this exceptional assignment, the City of Brussels is looking for a motivated multidisciplinary team with capacities in the design of public space and mobility.

BUDGET: The redevelopment works for the ‘Central Station’ project are estimated at 3,375,000 € incl. VAT. The redevelopment works for the ‘Albertina’ project are estimated at 1,875,000 € incl. VAT.
FEES: The amount of the fees is fixed at 405,000 €, and divides as follow: 54,000 € incl. VAT for the masterplan, 220,000 €  incl. VAT for the project ‘Central Station’; 131,000 € incl. VAT for the project ‘Albertina’
GRANT: 7,500 € for each of the 5 teams invited and submitting a regular estimate. For the prize-winner, this amount is considered as a fee advance.

URBAN BLOCKS RESEARCH FOR LAEKEN

 

In addition to the various large urban ensembles such as the Royal Estate or the Brugmann Hospital, the former municipality of Laeken is characterised by a great diversity of types of urban blocks. To the north of railway line 50, the dwellings within the urban blocks are situated on large plots of land along broad streets lined with trees and often have a front garden and private garden. In the south, however, the urban fabric is characterised by much denser buildings with, on the one hand, classic terraced houses and, on the other hand, larger industrial fragments, both situated along much narrower streets. Many of these urban blocks, whether small or large, are an amalgam of terraced houses with their many outbuildings and storage areas, warehouses or production workshops, which often bear witness to the rich industrial past. These industrial building relics are – in case of vacancy – often a thorn in the side of many residents, but also a potential for many developers. Moreover, the City of Brussels is often confronted with almost exclusively residential densification projects of varying quality. At the moment, permit issuers lack a clear framework to steer these projects in the direction of sufficiently mixed, high-quality neighbourhoods.

This is why the City of Brussels wishes to anticipate future projects and is launching an urban development study on the inner areas of the Laeken urban blocks. The aim of the study is not to develop an additional regulatory framework with strict guidelines for each urban block, but to develop, within the framework of an overall vision, a methodology that clarifies what is desirable for which type of urban block and this through the use of research by design. The formulated urban development recommendations will be complementary to the regulatory framework and will enable the various actors to develop the quality of the future of such places on the basis of a common vision.

The assignment comprises the following phases:
– Phase 1: development of a shared knowledge about the inner areas of the Laeken urban blocks and a vision on their future development;
– Phase 2: development of urban planning tools for the development of these inner areas;
– Phase 3: drawing up a communication document that summarizes the knowledge, vision and planning tools developed in a didactic manner.

For this strategic assignment, the City of Brussels is looking for a team of architect-urbanists who will use research by design to visualise, test, verify and optimise the challenges and possibilities of the building blocks and their transformation potential. Interaction and co-construction with the various permit-granting authorities/services will be an important part of the study. After all, the chances of an effective implementation of this study will depend on a broad involvement in the project.

SKILLS
– Architecture / Urbanism ;
– Research by design (on the scale of a urban block);
– GIS mapping;
– Editorial and graphic skills.
The team must be able to assess the economic feasibility of its spatial proposals.

AWARD CRITERIA
– Quality of the approach to the assignment (50%)
– Quality and relevance of the references (30%)
– Feasibility (20%)

TIMING INDICATION
– Week of 8 June 2020: 3 to 5 teams will be invited to submit an offer;
– 3 July 2020: submission of the offers (team note, intention note, reference note);
– Week of 6 July 2020: oral presentation of the offers to the Advisory Committee;
– July 2020: award of the contract ;
– Half August 2020: start of the study.

FEES AND GRANT
– The amount of the fees is fixed at 100,000 euros excl. VAT.  excl. VAT;
– An expense allowance of 2,000 euro will be awarded to each team invited to submit an offer and a regular bid scoring half of the points on the basis of the award criteria.

ARCHIWEEK 2020 CURATOR

The Government of the Brussels Region has vowed to actively promote high-quality, contemporary architecture. In order to achieve this, archiweek was created, the first edition of which took place in October 2019. The aim of this event: to raise awareness vis-à-vis contemporary architecture through guided tours, lectures, workshops, etc., all of which are accessible free of charge.For the 2020 edition, which will take place from 5 to 13 October, urban.brussels, the main organiser of the archiweek, is looking for a curator. Its mission: to define the main themes of the event, to make a selection of about twenty contemporary architectural achievements in the broadest sense and to participate in the programming of the activities organised during the archiweek. Organisation of a conference and/or an exhibition is also envisaged.

The profile we are looking for is quite broad: architect, urban planner, designer, scientist, critic, artist, as long as you are interested in contemporary Brussels architecture. The duration of this assignment is 8 months. The curator will be accompanied in his mission by a Committee, including representatives of urban.brussels, the Cabinet of State Secretary Pascal Smet and the bouwmeester maître architecte.

BUDGET: 
FIXED PART

  • €30.000 excl. VAT for the organization and implementation of guided tours;
  • €3000 excl. VAT for organising the conference in which archiweek’s commission is introduced and setting out the main themes of the event.
CONDITIONAL PART
  • €40.000 for the organization of an exhibition.

FEES: Minimum €11.500 according to the missions assigned to the curator.

The bouwmeester maître architecte will support the process and will attend the advisory committee.
