For almost ten years now, the Brussels Region has benefited from the work of a bouwmeester maître architecte (BMA). The main mission of the BMA and his team is to ensure the architectural, urban and landscape quality of Brussels. This function is now officially established in the new Brussels Spatial Planning Code.

In ten years, many tools have been developed with the main objective of stimulating projects of the highest possible quality. These tools include competitions organized by public and private actors, the establishment of an exemplary model of procurement procedure, the quality chamber to accompany projects in the preparation of permit applications, and research by design to explore scenarios and possible alternatives for projects. An international component has also been developed, with the Urban Maestro project, which aims to create a network of good practices by means of soft power mechanisms in qualitative urban development on a European scale.

As the BMA is appointed for a period of five years, the Brussels Region is launching a call for applications for the next five years.

WHICH FUTURE FOR DE DELHAIZE-SITE ?

 

Last February, Delhaize announced its departure from the 3.8 ha site it has occupied since 1883. Located at the corner of Jules Delhaize and Osseghem streets in Molenbeek, the site consists of old and new warehouses, offices and commercial space. Being in the land use zone of ZEMU, this zone is in direct synergy with the developments of the Gare de l’Ouest site.In this context, the Brussels Region launches a urbanistic study aimed at reconverting this industrial site in order to develop new productive activities as well as a mixed programme capable of reconnecting the surrounding districts. In order to achieve this last objective, the Delhaize facilities located on the other side of Osseghem Street and the two neighbouring apartment towers and their garages will be included in the study area.

ASSIGNMENT AND SKILLS
perspective.brussels and Citydev are looking for a competent design office to analyse the spatial and programmatic potential for the Delhaize site in consideration of the economic feasibility. This study aims to define the conversion potential of this industrial site with a view to its possible acquisition by the Region. The team is asked to have experience in urban planning and economic feasibility.

The conclusions of the study will be issued in two phases, the first of which should be concluded by the end of 2019.

The minimum skills required for this mission are as follows:
•    Architecture-urban planning

INDICATIVE PLANNING 
•    Week of July 1st: 5 teams will be invited to submit a tender;
•    19 August: submission of the tenders (vision note, methodology, budget and planning);
•    Late August/early September: oral presentation of tenders to the advisory committee;
•    September 2019: assignment and start of the mission.

AWARD CRITERIA 
•    Quality of the vision note (40%)
•    Quality of the methodological note (30%)
•    Credibility of the budget and planning (20%)
•    Relevance of references (10%)

FEES: maximum 53,998 euros excluding VAT;
GRANT: 1,500 euros awarded to each of the 4 teams that are not awarded the contract and that have submitted a regular tender.

A CULTURAL HERITAGE SITE FOR ALL

 

 The ambition to preserve and reactivate a social and cultural heritage site initiated the wish to renovate the former workers’ cooperative, the Maison du Peuple in Anderlecht. The organisation of its 3 spaces, the Maison du Peuple (People’s House), the Salle des Fêtes (Party Room), and the Magasin Général (General Store), around the open space aims to reconnect with its original public-oriented uses.

On the Chaussée de Mons, the Maison du Peuple will host various social activities (bar, multi-purpose hall, etc.). At the heart of the site, the Salle des Fêtes and the Magasin Général, turned to face the canal, will host productive and economic activities such as a wood and metal workshop, various spaces for enterprises and associations, and a micro-brewery. In order for these activities to be visible, the open spaces will allow for interaction with the public. The installation of ten houses completes the mission.

To implement this mixed and ambitious project, the cooperative “Anderlecht Moulart” is seeking a multi-disciplinary team. Important focal points of the project are the site’s development linked with its context and its history, the promotion of employment and local integration opportunities, and the choice of materials with a low environmental impact.
This project is part of the “Gare de l’Ouest” Urban Renovation contract and the 2017-2020 Urban Policy programme.

 

BUDGET: €4,014,000 Excl. VAT
FEES: The fee is set at 13% excluding VAT of the amount of the work calculated on the basis of the estimate to be made at the moment of tendering the contractors.
GRANT: €4,000 awarded to each of the 3 to 5 teams invited and submitting a regular bid. This amount is considered a fee advance for the winner.

COMPLEX OPERATION IN A DENSE URBAN AREA

 

Rue de l’Abricotier in the Marolles, an empty corner plot used mainly for access to the emergencies  at Saint-Pierre Hospital: there is potential for a development, highlighted by the Marolles Sustainable neighborhood contract. This is a wonderful opportunity for the Brussels Public Agency for Social Welfare (CPAS-OCMW), which wants to develop several programs on this plot: CPAS-OCMW offices, public housing – the majority for large families -, a childcare area, a retail space and parking. This complex programme also has a logistical challenge, as the hospital’s  emergencies must remain accessible both during the works and once the project is completed.

The CPAS-OCMW is therefore looking for a multi-disciplinary team (architect, stability engineer, special techniques engineer, EPB advisor, safety&health coordinator and acoustics) with experience of mixed projects and densely built urban environments.

 

 

BUDGET: €7,670,875 Excl. VAT

LITTLE INTERVENTION, HIGH QUALITY

 

Enter the Marolles by the Porte de Hal and one will see a little red house with a blue door. It belongs to the Public Agency for Social-Welfare (CPAS-OCMW) of the city of Brussels. Unoccupied for years, the CPAS-OCMW plans to renovate it and extend it into three large appartments with a retail surface on the groundfloor level. The Marolles sustainable neighborhood contract  (CQD) has highlighted a lack of housing dedicated to large families in the area so the CPAS-OCMW hopes to improve that situation with this competition. Also, the competition is a good opportunity to improve the area’s image by renovating an empty building.

The CPAS-OCMW is seeking a design team with skills in architecture, engineering (stability, building-engineering services) EPB and safety&health coordination. The CPAS-OCMW favors approaches reducing the project’s environmental impact, particularly through the use of recycled or re-used materials.

BUDGET : € 1.450.000 excl. VAT
FEES : estimated at 14% of the work budget, according to a calculation explained in the specifications
GRANT: € 3000 for each of the 3 to 5 teams invited and submitting a regular bid. For the winner, this remuneration is considered as an advance payment of the fees.

AN INHABITED PARK FOR PETERBOS

 

In the context of the “Peterbos” Sustainable Neighborhood Contract, the municipality of Anderlecht will invest heavily in new neighborhood facilities and the public space of the largest social housing district of the Brussels-Capital Region in the coming years.

This assignment aims at the realization of a master plan for the redesign of the public space, the design of a new path structure, the realization of a new central open space, the integration of the parking facilities in the landscape and the construction of various leisure spaces.

The aim is to give the concept of ‘inhabited park’ a contemporary interpretation and to stimulate the readability and appropriation of public space. The activation of the ground floors, among other things, can be an important lever. The creation of a high-quality environment (with special attention to pedestrians and bikers, biodiversity and water, waste treatment) will ensure that the park is also used by people who do not live there. That way the Peterbospark will better engage itself in the surrounding neighborhoods.

BUDGET: The amount of the works is fixed at 2.979.129,60 euros, excluding VAT.
FEES: The budget of the fees is set at 290.000,00 euros, excluding VAT.
GRANT: 3.500 euros for each of the 3 to 5 teams invited and submitting a regular bid.

SHARED SPACE USAGE OF A PLAYGROUND

 

The municipal kindergarten Jacques Brel is located in the quiet Joseph Loossensstraat in the Magritte municipality of Jette. The design brief relates to the redevelopment of a part of the playground of this kindergarten, which is now divided into several zones in order to make it a coherent and sustainable space that will be opened to the public at certain times.

The mission consists of the redevelopment of the access to the playground and part of the nursery playground of the Jacques Brel kindergarten into a green space for relaxation, in which a playground with a mobility track for the youngest will be integrated. The redevelopment is intended to facilitate a shared use of the school playground so that it can also be opened up outside school hours. The project also includes the treatment of the facades of the school building and the reconversion into a pedestrian zone of the part of the Jozef Loossensstraat where the main entrance to the kindergarten is located.

ASSIGNMENT AND SKILLS

The municipality of Jette is looking for a team for a complete design for the renovation of the playground of the municipal kindergarten Jacques Brel. The design team must be able to demonstrate experience in the design of public spaces and be familiar with participatory working methods, in particular with young children and a school audience. The municipality will pay particular attention to the team’s sensitivity to sustainable development.

The project is part of the Magritte Sustainable Neighbourhood Contract and must be coordinated with other projects of this SNC, in particular with a socio-economic project for the supervision of the schoolyard after its opening to the public outside school hours. The works should therefore be completed by March 2021.

LIVING IN FORMER INDUSTRIAL BUILDING

 

As part of the Wiels-sur-Senne neighbourhood contract, the municipality of Forest wants to convert a former warehouse and office building located in the Saint-Antonius district into about 14 social housing units.

The challenge of the project is to redevelop a space that has been designed to suit the needs of a company into pleasant homes, while retaining the unique character of the building and its architecture from the seventies, and at the same time creating a connection with the public amenity and the participatory garden within the housing block.

For this assignment, the municipality of Forest is looking for a multidisciplinary design team (architecture, stability, special techniques, EPB advisor, safety coordinator).
The municipality will pay particular attention to the sustainable character of the renovation design (reuse of materials, management of rainwater, etc.).

BUDGET: The amount of the works is fixed at 2.500.000 euros, excluding VAT.
FEES: The budget of the fees is set at 12% excl. VAT of the amount of the works.
GRANT: 5.000 euros for each of the 3 to 5 teams invited and submitting a regular bid. For the laureate, this amount is considered as an advance on the fee.

PUBLIC SPACES FOR USQUARE.BRUSSELS

 

Usquare is the former site of the state policein Elsene. The coming years a new sustainable district will emerge here with neighbourhood public  facilities, university facilities, student and family homes. The site, of almost 4 hectares, is structured with a stark pattern of more than 20 buildings and is completely walled. The future project will be an open and mixed neighbourhood, with respect to the heritage value and particular attention for sustainability.

The Brussels Capital Region is currently finishing the strategic and legal framework (PAD – RPA) with amongst others guidelines for public space. The framework has pointed out the need to transform the forecourt into a multifunctional open space. At the F. Toussaintstreet side a new neighbourhood park is foreseen and the ground floors of the central buildings are to be activated.

The Urban Development Corporation (SAU – MSI), wihch is responsible for the coordination of the operational development of Usquare.brussels is therefore looking for a design team for a framework contract for the design and construction of the public space of the site (more or less 1,6ha). The goal is to create a differentiated network of open spaces throughout the site without affecting its global identity. Green spaces, water treatment facilities, urban furniture, lightning, signage, mobility and parking infrastructure are some of the elements the design team should work with. Apart from this basic mission the client can assign supplementary missions to the design team, for example for the drawing up of urban, landscape and environmental guidelines or consultancy in real estate operations of other partners within the reconversion of the site.

 

BUDGET WORKS: the maximum amount for the complete realisation of the works of the basic mission is EUR 4.125.000 excl. VAT.
FEES: The fees for this assignment are estimated at 330.000 € excl. VAT, or 8% of the estimated works budget. For additional missions, a flat-rate fee is agreed upon before the start of each of these additional missions. The total value of the framework contract cannot exceed 1.000.000 € excl. VAT.
REMUNERATION: 7500 € for every team that is invited to submit an offer and that submits a valid offer.

BEER PROJECT 2.0 – 21ST CENTURY BREWERY

 

Some fresh news from the left bank of the Biestebroeck dock: the local brewery Brussels Beer Project wants to settle in this area in full swing to develop a new 21 century brewery, open and creative, with a capacity of 35.000 Hectoliters (about 10 million bottles!).

A bold brewery, looking towards tomorrow; a brewery that is the beacon, the epicenter, the identity of the new and dynamically developing “Port Sud” district; but most of all, a brewery representing the Brussels Beer Project’s strong visual identity.

The project encompasses as well a technical challenge that integrates the production cycle on several levels, be in strict compliance with food production standards, juggling with the logistical constraints and, in the same time, taking into account the polluted condition of the terrain.

A real opportunity to actively participate in the development of the tomorrow’s productive city.

 

ESTIMATED SCHEDULE

  • 13 july 2018: Deadline for applications;
  • 6 augustus 2018: Selection of 3 or 4 competitors;
  • 3 september 2018: Site visit and briefing of the selected teams;
  • 22 october 2018: Submission of proposals;

COST OF WORKS : 1.450.000 € excl. all taxes ;
FIXED AND GLOBAL FEE: A minimum rate of 8% to maximum 10 % applicable to the amount of the estimated work approved on the basis of the final draft. This rate of fees is then fixed for the continuation of the execution of the mission ;
