It wishes to initiate preliminary technical and spatial studies for buildings on two of its sites with the aim of refurbishing them to meet standards for fire safety, health safety and comfort. Other imperatives for the City of Brussels include having access to infrastructure that responds to new learning needs and increasing the schools\u2019 capacity.<br \/>\nThe studies relate to:<\/p>\n<ul>\n<li>Two buildings on either side of Rue de la Grande \u00cele, which house the <em>Hoofdstedelijk Instituut Anneessens Funck<\/em> (a Dutch-speaking technical and professional secondary school), on-the-job training with companies delivered by the <em>Centrum voor Leren en Werken<\/em> and classes to teach Dutch to new, non-Dutch-speaking arrivals (OKAN). The current spaces built on this site, with an estimated gross floor area of 12,800 m\u00b2, need to be reorganised to re-house current facilities in better conditions while increasing their capacity. The project must comply with physical and financial standards set by AGION (the Flemish Community&#8217;s agency for school infrastructure).<\/li>\n<li>The Warocqu\u00e9 building is one of the three buildings in L\u00e9opold park that houses the Lyc\u00e9e Emile Jacqmain secondary school. This building has been listed since 1988. A historical study of the building has already been carried out. The current requirement is to study the extension of school premises into the two wings of the Warocqu\u00e9 building and to study the restoration of the central section of the building, which includes a large and a small anatomy amphitheatre, both unused and in a state of disrepair.<\/li>\n<\/ul>\n<p>The mission presented here relates to carrying out technical thematic studies under the umbrella of a feasibility study for each of the schools. The main challenges involve:<\/p>\n<ul>\n<li>Historical heritage<\/li>\n<li>The stability of the buildings<\/li>\n<li>The spatial feasibility of the school project<\/li>\n<li>Respecting regulations relating to fire safety, health and safety, etc.<\/li>\n<li>Integrating special techniques taking into account the heritage dimension<\/li>\n<li>Estimating the costs of the works<\/li>\n<\/ul>\n<p>The studies will enable the City of Brussels to put in place an architectural programme for each school and to put out a call for bids to designate a project author to design and carry out the refurbishment of each of the schools.<br \/>\nThe estimated duration of the studies is five months, from January to May 2022.<\/p>\n<p><strong>SKILLS <\/strong><\/p>\n<ul>\n<li>Architecture<\/li>\n<li>Stability engineer<\/li>\n<li>Engineer with special technique skills<\/li>\n<li>School programmation<\/li>\n<li>Historical heritage<\/li>\n<li>Fire safety and health safety<\/li>\n<\/ul>\n<p><strong>AWARD CRITERIA<\/strong><\/p>\n<ul>\n<li>Quality and relevance of the team\u2019s expertise (40%)<\/li>\n<li>Quality of the proposed work method (30%)<\/li>\n<li>Feasibility (30%)<\/li>\n<\/ul>\n<p><strong>TIMING INDICATION<\/strong><\/p>\n<ul>\n<li>Week of 4 October 2021: three to five teams per study will be invited to submit a tender<\/li>\n<li>6 October 2021: site visits<\/li>\n<li>25 October 2021: submission of tenders (documentation of team, methodology note, schedule and price depending on inventory to complete)<\/li>\n<li>9 November 2021: oral presentation to the Advisory Committee<\/li>\n<li>December 2021: contract awarded<\/li>\n<li>Duration of studies: five months, from January to May 2022<\/li>\n<\/ul>\n<p><strong>PRICES<\/strong><br \/>\nThis is a fixed-price contract, depending on the inventory to be completed.<\/p>\n<p>&nbsp;<\/p>\n<p>If you are interested in one or both of these missions, we invite you to send an e-mail, before September 20 at noon, to the bouwmeester ma\u00eetre architecte at appel-oproep@bma.brussels, showing your interest, motivation and experience, and giving your contact details and\/or those of the planned team (on a maximum of one attached A4 sheet).
