This former goods station forms a junction between two parts of Molenbeek-Saint-Jean: the East, which is heavily urbanised and has old building stock, and the West, which is the result of more recent development. Crossed by the railway, this wasteland offers exceptional development potential defined within the framework of a territorial strategy supported by a PAD (Plan d&#8217;Am\u00e9nagement Directeur).<br \/>\nThe site occupied by the former Halle Delhaize, a long and low two-bay building, is a reminder of the district&#8217;s industrial history. It is owned by SNCB and is currently used as a warehouse. The strategic part of the PAD wants to restore the hall, but the technical audit strongly questions the feasibility because of the poor state of the building.<\/p>\n<p>As such, a definition and feasibility study is launched for the development of the area based on two scenarios, one of which is a water park.<\/span><\/p>\n<div><strong><br \/>\nSKILLS<\/strong><\/div>\n<p>Citydev.brussels, the municipality of Molenbeek and SNCB are looking for a team consisting of at least one architect\/urban planner, a financial expert, a lawyer and a developer specialised in sports infrastructure.<br \/>\nThis contract includes the analysis of the spatial and programmatic potential, economic feasibility, and the economic and legal models to be chosen for the development of the &#8220;Halle Delhaize&#8221; site located in the Campus quadrant of Brussels-West Station, i.e. Zone 1.6 of the Brussels-West Station PAD.<br \/>\nThe purpose of the study is operational and should result in a document providing guidance and support for the decision, making it possible to identify the most appropriate options, in compliance with current urban planning regulations, and to judge the relevance and viability of setting up a water park on the site or of an alternative programme.<\/p>\n<p>The minimum skills required are as follows:<\/p>\n<ul>\n<li>Architecture-urban planning<\/li>\n<li>Expert in financial and economic project set-up<\/li>\n<li>Experienced lawyer in private-public arrangements<\/li>\n<li>Developer specialised in sports infrastructure<\/li>\n<\/ul>\n<div><strong>AWARD CRITERIA<\/strong><\/div>\n<ul>\n<li>Quality of the understanding note (30%)<\/li>\n<li>Quality of the methodological note (40%)<\/li>\n<li>Credibility of the budget and schedule (20%)<\/li>\n<li>Relevance of the references (10%)<\/li>\n<\/ul>\n<div><strong>INDICATIVE TIMETABLE<\/strong><\/div>\n<ul>\n<li>Invitation to submit a tender: week of 23 January 2023<\/li>\n<li>Site visit and briefing: end of January 2023<\/li>\n<li>Submission of tenders: start of March 2023<\/li>\n<li>Presentation of tenders to the jury: mid-march 2023<\/li>\n<li>Award of contract and start of the mission: start of April 2023<\/li>\n<li>End of the mission: September\/October 2023<\/li>\n<\/ul>\n<div><strong>FEES<\/strong><\/div>\n<ul>\n<li>The fees are fixed at \u20ac 47.000 excl.
