These spaces currently suffer from a lack of quality, legibility and attractiveness, limiting their role in the daily life of the neighbourhood. The ambition is to develop a coherent vision across these public spaces by strengthening their conviviality, identity and appropriation by all users.

Kurth Square and Hoedemaekers Square occupy strategic positions as major gateways to the municipality. Located in the immediate vicinity of Evere railway station, Kurth Square is currently characterised by a fragmented layout, with parking areas on one side and a constrained public space on the other. This configuration significantly limits its potential as an attractive and welcoming public space that fully embraces its multimodal character. Hoedemaekers Square benefits from existing recreational facilities but still lacks a high-quality and unifying design capable of encouraging collective uses while strengthening the coherence and continuity of the green network. Henri Conscience Avenue and Notre-Dame Avenue play an important role as local commercial centres but do not yet provide a welcoming public realm or a clearly defined urban identity.

Despite the diversity of the sites, several common challenges run through the entire assignment. The project will need to balance mobility and quality of stay, accessibility and traffic calming, as well as the coexistence of multiple uses within a dense urban fabric. Environmental considerations must be fully integrated, particularly through greening strategies and water management. The contracting authority wishes to promote an approach that minimises environmental impact, notably through the reuse of materials and the optimisation of existing elements.

Given the diversity of the sites and the specific ambitions attached to each of them, the Municipality of Evere foresees a differentiated allocation of resources for the interventions.

The assignment requires a multidisciplinary team capable of delivering an ambitious, sustainable and realistic proposal, balancing high-quality public spaces, innovation and cost control.

SKILLS

Public space design

Implementation of public space projects

Mobility expertise

Environmental expertise (including stormwater management, biodiversity, ecology and phytosanitary matters)

Circular economy expertise (reuse of materials in public space projects)

AWARD CRITERIA

Urbanity 25%

Liveability 25%

Climate and Environmental Strategy 25%

Feasibility 25%

INDICATIVE TIMETABLE

Invitation to submit a tender: 14.07.2026

Competition documents will be forwarded by the client: 01.09.2026

Site visit and briefing: 07.09.2026

Submission of tenders: 30.10.2026

Presentation of tenders to the jury: 12.11.2026

Award of contract and start of the mission: December 2026

BUDGET

€ 1.140.000 excl.
