The Stephenson district in Schaerbeek is the subject of a Sustainable Neighbourhood Contract, the flagship project of which aims to link Place Stephenson to the former vegetable gardens on an abandoned Infrabel site. The flagship project is located partly on the territory of Schaerbeek and partly on Brussels City, on a site that is difficult to access, with large elevation differences and a problem of soil pollution. In order to connect Place Stephenson with the former vegetable gardens, the existing boxing hall will have to be demolished, but in the future project, a new sports facility will be built, linked to a municipal day nursery with 32 places. A linear public park will also be created along the railway line, with accesses via rue Navez and Place Stephenson.<\/p>\n
Before launching the design assignments, the municipality of Schaerbeek wishes to study the technical and economic feasibility of the various operations and to determine their programming and development possibilities.<\/p>\n
The assignment consists of a fixed and a conditional part. The fixed part has four chapters: (1) drawing up a diagnosis, (2) carrying out preliminary technical studies, (3) a definition study to define the programmatic and spatial outlines, and (4) drawing up a financial plan and an operational timeline for the Stephenson Sustainable Neighbourhood Contract flagship project. The conditional part only relates to soil surveys and site measurements on the Infrabel site.<\/p>\n
The municipality of Schaerbeek, which has delegated the project management to RenovaS, is looking for a team with a predominantly technical orientation, capable of carrying out this definition study and preparing the technical sheets for future design assignments. The municipality will focus on a sustainable approach, particularly in the areas of rainwater management, waste management and reuse of materials, preservation of existing biodiversity, etc.<\/p>\n
