The Flemish Community Commission (VGC) holds a significant public real estate portfolio in the Brussels-Capital Region, covering approximately 246,000 m², of which around 94,000 m² is under its direct management. This property, consisting of 64 buildings and campuses operated under various models and real estate contracts, now requires a clear and structured long-term vision. The VGC aims to move beyond its current multi-year plan and develop a long-term strategy focused on sustainable and resilient infrastructure.
This vision is translated into actions in the short (1–5 years), medium (5–15 years), and long term (15–30 years). This structured approach should enable the VGC to optimize the use of its investment and operational resources. At the macro level, strategies must be defined for the buildings in the main portfolio, taking into account programmatic, spatial, technical, and financial dimensions. In addition, strategic tools will be developed to assess, adjust, and refine the real estate strategy. The ultimate goal is to achieve sustainable, future-oriented solutions—both for the buildings themselves and for their management.
To realize this ambition, the VGC is seeking a research team that adopts a multidisciplinary and transversal approach. Expertise in spatial research—particularly in architecture, urban planning, and building services—is essential. Additional knowledge in urban development, real estate, and socio-spatial issues is crucial.
As the contracting authority, the VGC administration is not subject to bilingualism requirements for this procedure. Candidates are therefore asked to submit their documents in Dutch.
