REINVENTING LE PALAIS

After the completion of works on Metro Line 3, the City of Brussels aims to revitalize the Palais du Midi. Therefore, it is launching a study for the future programming of this landmark building, with the goal of offering the neighborhood and city a renewed Palais du Midi as soon as possible. The Palais du Midi is intended to remain a building for collective amenities and public services in the future, while retaining commercial activities on the ground floor.

This assignment involves a programmatic study focused on the transformation of this site, with attention to local, municipal, and regional levels. It requires the development of various programming scenarios that explore the possibilities for the Palais du Midi, without excluding experiment and innovation. It will consider urban planning, architectural, technical, programmatic, social, financial, and operational aspects. An environmental assessment will also be part of the study.

The City of Brussels has conducted an internal analysis of the needs around the Palais du Midi, and this information will be shared with the study team during the first phase. The second crucial component of this assignment is the participatory process, specifically the establishment of a citizen panel, involving residents, users, and field actors at every stage of the study.

Please note, the study includes two fixed parts (the programmatic and the participatory process) and a third, optional component, which involves an in-depth financial analysis of the proposed programming. The offer should clearly distinguish between these three components.

SKILLS

The team for this assignment must include expertise in at least the following areas:

· Architecture
· Urban planning
· In-depth knowledge of regulatory/planning tools
· Structural engineering
· Basic financial capability for assessing the costs of implementing the studied scenarios
· Advanced financial expertise for the optional part
· Organization of participatory processes

AWARD CRITERIA

· Quality of the team composition and relevance of references (20%)
· Quality of the approach to the assignment (60%)
· Feasibility (20%)

INDICATIVE TIMETABLE

· Publication of the specifications: 30.09.2024
· Site visit and briefing: week of 07.11.2024
· Submission of bids: 12.11.2024
· Presentation of bids to the jury: week of 25.11.2024
· Award of contract and start of the assignment: mid December 2024
· End of the assignment: March 2026

FEES

Fixed part:
· Programmatic study: € 100.000 incl. VAT
· Participatory process: € 25.000 incl. VAT
Conditional part:
· Financial analysis : € 20.000 incl. VAT

GRANT

A grant of € 2.500 will be awarded to each team invited to participate that submits a regular bid but is not finally selected.
