CRU 8 IN THE STUDY AREA STEPHENSON – REINE

A NEW CONTRACT FOR URBAN RENOVATION

An area of 150 ha straddling the City of Brussels and the commune of Schaerbeek constitutes the study area of the new Urban Renovation Contract 8 (CRU8) called “Stephenson – Reine”.

This CRU aims to focus on the residential and mixed neighbourhoods to the west of the Domaine Royal and to the east of the railway line, on the major road and rail mobility infrastructures and on the industrial pockets that make up the rather contrasting study area. The emphasis will therefore be on urban networking and on the creation of facilities that contribute to the economic and ecological transition of the city.

perspective.brussels is seeking a team capable of undertaking the base scheme of the Urban Renovation Contract, the environmental impact report and the interactive participation -and communication process.

AWARD CRITERIA

  • Quality of the operational vision for the area (40%)
  • Quality of the methodological note (30%)
  • Degree of detail and breakdown of the fixed price (20%)
  • Quality of the document showing the capacity of graphic synthesis (10%)

TIMING INDICATION

  • Invitation to tender : 12.10.2022
  • Submission of tenders : 14.11.2022
  • Contract award: late 2022 – early 2023
  • Submission of the draft CRU and RIE (diagnosis, challenges, CRU programme): early January 2024
  • Modifications to the draft CRU following the public enquiry: June 2024
  • Submission of the definitive CRU and RIE: July 2024
  • Participation throughout the process of the CRU and RIE

BUDGET

  • The fee is fixed at € 134.000 excl. VAT

FEES

  • For this mission, a grant of € 1.500 will be awarded to each team invited to tender that submits a regular bid but is not finally selected.
