At the heart of the Conscience Sustainable Neighbourhood Contract, the municipality of Evere aims to strengthen the provision of local facilities and affordable housing through the transformation of three buildings located on Rue du Tilleul. Since their acquisition by the municipality in 2023, the buildings have hosted La Maison Tilleul, a neighbourhood hub and meeting place for residents, local initiatives and community associations.
The project involves the creation of three social housing units on the upper floors, managed by the Hector Denis Social Rental Agency (SRA): one larger family dwelling and two smaller units. On the ground floor, a multifunctional community facility will accommodate neighbourhood activities, associations and various local initiatives. The dining hall of the nearby Clair-Vivre school will also be located there. Together, these functions should form a coherent whole, allowing for both shared use and autonomous operation when required.
The project builds on the transformation of the existing buildings and invites designers to make the most of their architectural qualities. The preservation of existing structures, the reuse of materials and a circular approach should guide the intervention, while also enabling a significant improvement in the site’s energy performance.
The municipality of Evere is seeking a design team capable of using the transformation of the existing building stock as a lever for affordable housing, local facilities and neighbourhood resilience. The project offers an opportunity to demonstrate how a place that is already deeply rooted in its local context can become a lasting anchor for community life.
