RESEARCH BY DESIGN FOR THE CITY OF BRUSSELS

Design is at the heart of research by design and makes a specific contribution to project quality. This tool, which is brought in as far upstream as possible, works in a contextualised way in collaboration with all the actors involved.
This practice has developed as a reliable value and has been adopted by various regional and municipal institutions. Convinced following its experience in 2022, the City of Brussels is relaunching a mission for a framework agreement, seeking teams applying the research by design method. With a view to, among other things :
  • Coming up with a new urban vision for a given area
  • Anticipating highly challenging future urban developments
  • Inspiring/assisting City departments in their initial internal reflections on site redevelopment, taking into account a balance of priorities for these sites and for their contexts
  • Raising awareness among the various urban development actors to decompartmentalise their practices. Every project, especially in the public sphere, has an impact beyond its primary function. It can be an opportunity to factor in several issues while positively impacting its surroundings

During the later bidding phase, 3 references will be requested:

  • 2 references related to missions emphasizing Research by Design in different urban contexts and on different scales
  • 1 reference through which the bidder demonstrates the ability to produce an urban study that takes sustainability concepts into account

AWARD CRITERIA

  • Quality of the approach to the mission – 50%
  • Quality and relevance of references and team – 30%
  • Feasibility – 20%

The framework agreement will be concluded with a maximum of 3 participants according to the cascade mechanism.

TIMING INDICATION

  • Invitation to submit a tender : 24.05.2024
  • Submission of tenders : 25.06.2024
  • Presentation of tenders to the jury : 02.07.2024
  • Award of contract and start of the mission : mid-july

FEES

  • The budget for the framework agreement amounts to € 120.000 incl. VAT.

GRANT

  • For this mission, a grant of € 1.500 will be awarded to each team invited to tender that submits a regular bid. In the case of the awardees of this contract, this amount is considered as an advance on their fees.
