Renovation of a public space

The so-called “Jacques Franck Square” extends Feron street to the entrance of the Porte de Hal metro station along the Chaussée de Forest. This public space in Lower Saint-Gilles has the advantage of connecting two streets but also offers a large open space adjacent to a small park in the interior of the block, a crèche, a primary school and numerous social housing units.

We all notice how quickly the principles of climate-oriented urbanism are currently shifting. Jacques Franck Square was the subject of a redevelopment project as part of the Fontainas Neighbourhood Contract, which was completed in 2018. The present contract does not therefore involve a new overall project for the Square, but rather a number of specific adaptations to the existing situation in order to improve its conviviality. In fact, despite the efforts of the local residents, it lacks play and sports facilities as well as planted areas and adapted furniture. The complete redevelopment of Rue César Depaepe is included in the study.

As part of this assignment, the Municipality of Saint-Gilles is looking for a designer to carry out a detailed study of the needs and work out a design, from concept to implementation in follow-up to the works. Special attention has been requested for the participatory process of the study and consultation with all stakeholders.

SKILLS

  • Design of public spaces (landscape architect and/or urban planner and architect)
  • Participation, consultation, communication
  • Registration with the Association of Architects is required for the submission of planning permission

AWARD CRITERIA

  • Intention: vision and issues – 45 points
  • Methodology and team – 40 points
  • Feasibility: technical + budget + planning – 15 points

INDICATIVE TIMETABLE

  • Site visit and briefing: late October
  • Submission of tenders: late November
  • Presentation of tenders to the jury: late November
  • Award of contract and start of the mission: late December

BUDGET

  • € 500.000 excl. VAT – excluding fees

FEES

  • The fees are fixed at 12% of the amount excl. VAT of the work, i.e. € 60,000 excl. VAT

GRANT

  • For this mission, a grant of € 2.500 will be awarded to each team invited to tender that submits a regular bid but is not finally selected.
