A diagnosis carried out by the municipality of Saint-Gilles showed the need to create new sports and playground infrastructure as part of public space. The project, which is rooted in the city’s policy, aims to create this network of facilities designed for local users within the perimeter of the urban renewal area.
There are a number of challenges. The first is activating the potential of local neighbourhoods through putting the facilities in place. Then, there is the challenge of offering an attractive living environment to all residents by creating spaces designed to serve local communities and respond to users’ needs for relaxation, interaction and games. The network of sports and playground facilities must integrate the existing Brussels network of green spaces and waterways to explore the relationship between landscape and play.
The municipality of Saint-Gilles is seeking a multi-disciplinary team with expertise in designing and delivering public space to deliver this mission successfully.
MISSION
The mission is divided into two sections:
- One fixed section to carry out the study. This study includes making an inventory of current playground and sports spaces, mapping the opportunities to develop the network of facilities and delivering project-sheets of actions to consider.
- One conditional section for studying and monitoring the works related to one or several ‘project sheets’ that will be chosen, for a maximum of €300.000 incl. VAT

*membership to the Belgian Order of Architects is required to apply for the planning permit during the conditional section.

TIMING INDICATION
- Friday 8 October 2021: Three to five teams will be invited to submit a tender
- Afternoon of Wednesday 13 October 2021: site visit and information session
- Friday 5 November 2021: submission of bids
- Friday 19 November 2021: presentation of bids to the advisory committee;
- December: assignment and start of the mission

Fixed part: €40.000 incl. VAT
Conditional part: €35.000 incl. VAT
GRANT
€1.500 will be attributed to each of the 3 to 5 teams invited to tender who submitted a regular offer. For the winner, this sum will be considered an advance fee.
